I was curious with all the rights and restrictions. If you make a web page geared to younger crowd like 6- 12 year old, and content was downloadable, do you have to add disclaimers. What are the rules for stuff like that?

Not sure, but probably depends on the type of content. If it's harmless, I don't think you need to add any disclaimers. If it's instruction on how create a volcano in the middle of the room, do check with a lawyer. :)
