Umm...no. I think it is the same thing as before with a different background. Not an improvement.
The old one was heaps better. Why? Because it was at least 'one whole piece', design elements that belonged to eachother. Not sure how to describe it but the whole thing was created from one concept, whilst here it's different things into one, which don't work together.
You can't just take this from that, and put it in there.

I gave some comments on this before, they have been disregarded, you have just changed the background.
There is no concept here, just two typefaces and a garish background.
A 'call to action' might improve the layout, but I think you have bigger problems to tackle first.

Yes - a step backwards here. Design is more than background art and the other background art was better.
