Blogger setup without people posting?

Of course. By default it's just the owner who is allowed to post. You have to manually invite people to have more than one author. You can also specify if you allow people to leave comments or not and if they should have blogger accounts or just anonymous. Let me know if you need any help setting up or dressing up you blog.
I may set up one for a political election
later on for a client...not sure yet.
