How is this achieved??

I have a client who has requested an illustration style I have never done. I want to find a way to filter a photo and instead of ending up with halftone "dots" I want to fill with type/letters.... I work in Painter, Illustrator and Photoshop. Does anyone know if there is a simple way to achieve this? Or is there another software that can achieve this?

Thanks for any help or suggestions.

Text Image Conversion
