This combo supposed to bring up the Feather dialog box in PS, but it just hides and shows the dock for me. Can I disable the dock shortcut somehow?

I was just googling this particular issue the other day.

Yes you can switch off the dock shortcut. Just go to your System Preferences and select Keyboard and Mouse, than select Keyboard Shortcut and deselect the Dock/Automatically show and hide dock.
