The question is do I have a warped imagination or should this logo have never passed approval?

The eyes see what they want to see. The editor should have thought about the different possibilities of interpretation for the logo. But I have seen way worse, this is not too bad at all.

You know this logo had to go through round after round of approvals. Someone signed-off on this design. Perhaps the designer is disgruntled?
People who are closest to that design probably don't necessarily notice that it looks suspicious. Or, absolutely everyone in Arlington is very naïve and sees nothing different.
