The eyes see what they want to see. The editor should have thought about the different possibilities of interpretation for the logo. But I have seen way worse, this is not too bad at all.

You know this logo had to go through round after round of approvals. Someone signed-off on this design. Perhaps the designer is disgruntled?

People who are closest to that design probably don't necessarily notice that it looks suspicious. Or, absolutely everyone in Arlington is very naïve and sees nothing different.

waaa hahahaa.. thats crazy! in this dane age where mention of sexual crimes against children are all over the place - from the Bishops to the King of Pop... these people are either sickos or they never really leave the clinic and don't watch enough TV.
