Draw to the other side plugin ?

Err I never was to good at makeing good tiles in photoshop and the ps filter tile maker is a joke..

Is there any program or filter that lets the user draw or move something to the corner of the file and overlap the the opposite side ? That would be perfect!

Pplease let me know even if it is on windows or osx
