Extra large graphic: Need some reality

I'n need of some opinions & expertise. I'm currently designing a graphic that will go into a very large outdoor lightbox. It will end up being 17 feet by 10 feet. It will be erected at about 11 feet off the ground.
I'll eventually deliver the graphic at 200 dpi or higher as it'll be printed on a large jet pritner. What resolution & size should I work at? Working at actual size is nearly impossible at that size.
I should also say that there is a lot of bitmap and photo info on the sign so going all vector's not an option.
Right now, I'm assuming doing the work at 1:10 scale at 300 dpi.
Any ideas?

at 10 inches, 20/20 vision has a resolution of 344 ppi,
at 12 inches, it's 286 ppi,
at 20 inches, it's 172 ppi,
at 10 feet, it's 29 ppi, and
at 100 feet it's 3 ppi !
So doing the work at 1:10 scale at 300 dpi would put you right in that sweet spot.
