If I'm hauling down the highway at 65+ in traffic, I don't think the 1.5 seconds I have to see this billboard would be enough to grasp the concept AND remember the product name. I also agree with too much empty space, a more readable and larger font would help too...again, particularly if I'm cruising down the highway.
If the can was actually 3D and "stuck" to the billboard at a bizarre angle to simulate the fact it would fall if not for the adhesive qualities of the product, the tagline could work.
However, at this conceptual stage, this isn't adhesive at all.
I like the concept, but I think the red hand isn't noticable enough... and I'm hoping that's a glove stuck to the billboard, not just an image of a hand. I think something more like a torn shirt stuck to the glue bottle (like the sign installer got so stuck to it he had to tear his shirt off to get free) would be more noticable, flapping in the wind, and would get the concept across better.
You need to sketch out your ideas before you execute and think about whether or not people will understand them.
