Getting flash to move to the back

I have so many issues with flash some days, but today a particular one has come to mind. I have a flash file, about 600x800 which I plan to embed into a page inside a div tag that bands across the page. BUT, I want to add a second flash file, this one which is scalable, which will be behind the band and comprise the background of the page. This scalable movie will be a small flash file that fades in and out of the main colors I use in the small flash file. However, everytime I have a flash file, it wants to be on top of every other not flash element, never behind anything. How do I get it to behave?

This may be an overly simplistic answer, since I've never tried stacking Flash layers, but can't you just give the top div a higher z-index?

Unfortunately, flash documents have a tendency to surface no matter what the zindex is.
