If you've got a Google account, swing on by this link and check out Google's new WYSIWYG website creation tool.

The templates could use work, but there are several tableless designs to choose from.

Very similar to iWeb and RapidWeaver, only this tool as free, and Google even hosts the site for you (also free).

It's a good example of Web-based tools (you create your site in your broswer - no need to download anything).

So far there is no support for Safari, however IE and FireFox (win/mac) works very well.
