Nice typography and color scheme.
I agree with ShawnAllen about the police tape - it needs a less busy element that still conveys "banned". On the final board, the background immediately behind the text is a little busy, with blobs affecting the readablity. For television, I'd consider putting the portrait above the text to allow some more room.
The "Police Line Do Not Cross" tape has nothing at all to do with book-banning. It would be more appropriate to have a big stencil/stamp of the word "BANNED" going whomp down on the underlying image, with the appropriate sound effect. Flames are also a good idea, reminiscent of the movie made of the iconic Ray Bradbury novel about state censorship etc., "Fahrenheit 451"
I agree with ShawnAllen about the oval Griswold portrait. It seems too quaint. I might prefer to float his portrait much larger (and masked to just the head and shoulders, no background) over the parchment effect, maybe at a 75% or 85% transparency, just enough to make him seem ghostly, like his influence is still being felt (because it is).

Griswolld Portrait: Wondering if you can lose the vignette around Griswold.
Perhaps a torn page revealing his portrait would fit the mood?
