How to create a new dictionary for InDesign?

Does anyone have any idea about creating dictionaries? I want to be able to add Welsh as a language in the InDesign dictionaries. I already have Welsh dictionary in the .DCT format, there are loads of different formats out there, is there a way of converting them?

I've seen that you can buy certain dictionaries, how would these companies go about creating them?

Someone please help, Wales is begging you.

Thanks, but what I really want to know is it possible to convert another dictionary format to .udc or.not to make it compatable with InDesign?
