Uhhhh...

Why not just send them here. That's what this site is about. It's also what my blog is about. In fact, there are dozens and dozens of sites that do this already.

Do you have something unique you're going to offer on your site that will separate you from these well-established sites?

Unless you have some

Unless you have some Mauritius specific content, no harm in using sites that already exist, and this is one of them. But I think it would be great to see what you are doing in your part of the world. Now THAT would be a site i'd be interested in.

What are the design challenges particular to your country? Does the fact you're a bit geographically isolated mean the design style is unique? A site answering these questions regularly would be of great interest to me.

Other sites to consider are creativepro.com and accidentalcreative.com. Two of my favorites.

thats a very interesting question

Actually in Mauritius we have an association which represent Advertising. The AAA but it seems that this association is more for big agency and big designers...what i want to do is to make us( all designers) get access to the world of creativity. i want to built a platform where every designers, small or big to interact...this a big project that i want to realize. the project of Istudentdesign is a start of this projects.here is Mauritius if we don't work in big agencies we are not well recognize for our creativity and design work, we don't even have a change to expose our works. that is why i wanna built a platform where all designers(every) can meet . i want to make people of Mauritius to recognize us designers and part of the world and that we are very important also. because here in Mauritius they think that being designers is only a passion and nothing more. for instance they think that being a designer is not a real work. i have so many aim and projects to make CHANGE that opinion. i wanna start with the project of istudentdesig and firstly to guide students in order to make them keep in touch of the world of creativity... it will be a long process but someone need to start it...
The website of istudentdesign will be the first design guide of Mauritius. as i have many friend in the design institutions. i will be able to connect them to may website and thus keep them connected to the world of design too. i will need the help of designers like you from abroad to guide me in my aim.
i guess am not the first who have this wish in Mauritius, and i wish to succeed where other fails. thats why am going on design blogs, of forum getting ideas for them.
i hope you will my guide and will help us Mauritian to move as quick as you( our reference).

thank you very much
Regards

Good goals! As for design

Good goals! As for design standards, start with aiga as a reference point:
http://www.aiga.org/

I started an AIGA group called the Salon and we gathered weekly (or so!) and discussed our issues, exactly the same ones you're describing! Could work for you too. Make sure your site has a forum where you can carry on your discussions and meet weekly so you can support each other.

If you don't have a design organization like AIGA in your area, it sounds like you could start either a local chapter or something like it to raise the bar for smaller designers (non ad agency designers you speak of).

If clients in Mauritius require agency status from designers...

...give it to them! Start a collective of freelancers with skills in all different areas. Make your own agency. Your Web site can be a marketing tool, with members-only pages for conferencing and mutual support.
