I'm thinking you're best to break out the pen tool on this one.
It might help if you break the elements into basic shapes.
I see rectangles radiating out increasing in size and than copy-rotated around a center point 15 times then connecting each succeeding rectangles with lines.
Use Transform Each tool to set your radiating rectangles by indicating the distance apart and scale enlargement increment.
Select the bank of rectangles, now rotate by setting a rotating axis, indicate the angle of rotation (360 degree divided by how many multiples), then hit copy.
Now just connect the rectangles with lines or circles.
Here is a tutorial in similar concept.

Good luck

Thanks a ton for your help!

That's pretty close. Instead of drawing straight lines linking the rectangles, try drawing an arc/curve/bezier line connecting a row of radiating segments. See how that looks.
Hi again,
Well im not quite sure its just that i need, i think it has to be a twirl/spiral, however that tool works.. i cant seem to figure out how to change the default spiral.
If you look at the original tattoo pic it looks like a spiral :) what do u think?
Cheers
