I've got an InDesign file that I cannot open. Says I need to update my plugins or get the latest version of InDesign. Does this mean that the InDesign version is later than the one I am working with?

Probably that's the problem, document has been made in a later version than yours.
Ask the people in what version they made it, let's say it's CS4 and you have CS3, than they can export the file as an inxs or idml file. This file you can open.
If they have CS5 and you have CS3 it won't work. You can only go oe version older.
