inDesign resizing documents HELP!!

I have some financial documents to do for various press insertions. I have no choice but to do it in InDesign. Not a problem, its the size of the document I having beans with. Each newspaper has a different size, would I have to re-build EACH 10 page inDesign document for each market? or can I just resize it by changing the document size and the margins?

You don't necessarily have to totally rebuild each document though the best means would be to do so.
However, create the document at the largest size and created a pdf file (use the preset PRESS, not high quality print...that's for ink-jets).
Open that document up in Acrobat and export each page as a separate pdf page.
Create a new InDesign document at the new size and import each page as a graphic.
This is 100% acceptable and full-proof so long as you use the PRESS preset which will embed fonts. Of course, you'll need to scale the pages appropriately to fit the new sizes and that's where you may have some issues...ie scaling something horizontally to fit etc.
So, I would build the largest in terms of width and the smallest in terms of height and then use those two docs to create pdfs from.
