InDesign Table of Contents Order

I use InDesign's TOC builder all the time and I find that I have to do alot more cutting and pasting that I want to in order to get section heads to show up where they should in the TOC.

Problem is is that I want the section heads which live on the master page to appear above the article title. Instead they show up below the article title and I have to cut paste them above.

Any way I can specify which are higher in the heirarchy? and thus appear above their articles?

So, I think I have a similar issue and can't seem to find any solution. Every time I generate a TOC, it's all out-of-order... I mean all the headings are formatted properly... BUT lesser headings sometimes precede headings that are higher than them in the hierarchy. I end up cutting and pasting them all around, but have found absolutely no reason this is happening. Everything in the book is in the order it should be.
