Stealing an idea and creating a similar ad is more or less okay (if not totally lame) - you see it all the time. Copying their actual words (from an advertorial for instance) is a whole other story - that would fall under copyright protections it I'm not mistaken.
My personal take is once you steal from someone else - you've basically admitted their product or idea is better. It's a sign of surrender in my book. The classic example would be Microsoft's "I'm a PC" campaign which was obviously lifted directly from Apple's successful "I'm a Mac, I'm a PC" campaign.
