i don't really get what you're trying to do here. at all.
aside from the conceptual issue above (or lack thereof, since you didn't give us any insight into what concept you were working with to create this), there are several details in execution that stand out to me. the thin strokes on the lettering will not work at smaller sizes. what's with the yellow stroke on the corners? that comes out of left field.
most importantly, the relationships of the cropped letters to the box are very awkward. the terminal at the top of the L that only slightly shows in the top of the box looks sloppy. you're not creating any interesting negative space here. it looks very random and unplanned. not designed with a purpose, but kind of shoved around the box without rhyme or reason.
you've come several times with designs that don't really look like you've spent a lot of time working on the "concept" portion of the design. execution is only a portion of the work, but it's a useless portion without starting with a concept to begin with.

I was trying to create interest with the Q and L by placing them in an awkward manner. I don't think that I've achieved the visual balance that you mention. The Dilemma comes when trying to introduce or make the companies function relevant to the logo's elements.
Concept I agree is very important, hence I will go back and rethink it. The yellow lines and strokes were after thoughts in the design to give the logo a unique quality incases of copyrights.

"awkward" is the last word you want to be associated with a PR/branding company. how does this achieve anything toward creating this logo? does it "Think outside the box, make Q and L stand out, or be creative." does it say "events, pr, advertising, creative, promotion publicity branding marketing and reputation management company?"
honestly, if those are the directions they gave you and if they're hiring someone who's never created a logo before to design their logo, they don't sound like they're a very good PR/branding company.

i'm not sure how that enters your mind. why would a couple of strokes on the outside of a box increase the strength of the copyright?

I still haven't met my client, so all I'm working with now, is a brief conversation: Think outside the box, make Q and L stand out, be creative.
How would you guys suggest as a means of decoding and implementing such instructions? I'm still learning this logo design thing..

If you ask for a critique you shouldn't be upset when you get one.
Perhaps since you are new to this logo design stuff you should hire a freelance designer to do your logo design, and take the opportunity to learn from the experience.
That way you can learn along the way while still keeping your client happy, you still get paid, the freelancer gets paid, your client gets a useful logo and tells all their friends about your services...everyone wins.
To decode the previous critique...the logo isn't very good, and you should start over with a clear objective and proceed from there. Do the logo in black and white first, chose colors later, like after the logo is finished and everyone loves it.
That, friend, is a horse long ago beaten to death.

It's the most interesting thing you've put up so far. Unfortunately, that's not saying much. But keep at it.
the QL box is really just a colored (not in a good way) version of one of the original concepts without the box being rotated 30 degrees. and the company name has changed fonts.

the font imo is inappropriate, it's too flowery and playful and dated to work for this company. You need to go back and make an actual concept like others have said. Instead of thinking "what will make this look cool or nice or professional" think instead "what do I want this to say, and what design choices can I make to reinforce this message?"
you need to first tell your client that heir name is a 1990's tv show and to come up with a new name. unless scott bakula works there...
