aestheticaly I like the second one, but what's the concept behind it?

What i tried to do with the second one was fuse together the concept of culture represented through hands and freedom, represented by the wings the hands form (not so figuratively, but still) and create a message sort of like "culture giver you freedom" as in knowledge and expression free you mind... I don't know if that's clear... but anyway, that was the general idea behind it.
I think that concept works, what I would do is try to integrate the text more with the graphic. Right now they look like two different things. Hope that helps :)
