i love the colors, but (yeah, there's always a "but"), i would go with the second one using the '2010' from the 1st one and the background from the 5th one.
Play around with it a bit, because the 2nd one is already looking organic.
what leaky said. i don't really see a concept there. what's the story behind each of those?
Organic? That looks suspiciously like some kind of alpha-numeric cross breeding to me.
I'm sorry but #2 looks like a logo for artificial insemination. I like the feel of the font (2) and I would also change the tag line, keep it one line and don't make it bold. Work it a little more to include the concept into the logo...

If you are going for "earth" I like #5, sun/star and earth, then #1, though they both could be a bit more self explanatory not initially knowing what Pluris is.
I like #1 solely for the "planning" - the star looks very mapped out and mathematical, but I still don't know what any of them mean without thinking about them for too long.
I only like the mirrored S2 in #4, since it becomes too busy in #1.
Penny, can I use "busy" or do I lose points for that too? Funny guy.
If I was your client, I'd be delighted by your first proposal, there is huge scope for some great logos here.

At first glance, I'd personally throw out 2 & 3 immediately. 3 especially doesn't seem the tone that such an organization would want to be conveying. It looks more that would fit in a snowboarding/skateboarding store.
5 makes me think it might be a farmers association of some sort. Considering this has to do with city planning, something that alludes to a road system or building would be appropriate, yes?
I would have to agree with Common's comments concerning 1 & 4. I like 4 best of all. It's simple and works for the likely target audience. I'd want to extend the line and wording under "Pluris" so it's the exact length as "Pluris". I'm huge on grid design like that.
