That seems to be a very old build. There's good points and bad points about the most recent UI for Vista I saw. On a UI related note there's a very good Windows Media interview with Jenny Lam over at Channel9 going over her process for creating the Vista UI. Good insights and a very intelligent perspective

I enjoyed the portion where she explained the reasoning behind the circular start button. People don't hear the justifications behind design directions often enough.

That's an old build, looks just like XP with an (even uglier) theme applied. Newer builds are actually pretty nice looking—for Windows. ;p

Although Vista is incorporating some eye candy in their new gui, I feel there is something very important missing.... Thought.
To be fair though, Vista wont totally suck with this gui, I just hope that it is a bit more secure and has some worthy features that make the long overdue update to the windows family and gives Windows users a more enjoyable experience to what they have had to put up with in the past.
...or they could switch?
