Hey Touraj, your desings are so neat but need some breefing, rememer must of us are tottaly illitarite tours arabic and we dont understand whats going on.

This is actually Persian, although the letters are the same in Arabic.
It says "Morteza Momaiez" which is an Iranian proper name written in calligraphy (a la Tughra in Ottoman Turkish) using a Persian script.
I think context is very important, and the submitter of the critique should provide some (what is being presented, purpose of it, ...etc.)

it's a name, name of one of the earliest iranian graphists. in iran they called him "the father of iran's graphic design". he died one or two years ago and iranian art society were so sad about his death. so this design is to the memorial of him.
