mp4 video will not open and view on windows internet explorer

I working (have to for a client) on one of those template based web sites. So I have made a html page and on it is a mp4 video. I then import into the web site with an iframe and the mac have no problem seeing it in whatever brower I use - however the windows pc hates it - Help guys and gals!
