Need help on css tweak tool ver 2.0 draft

Anyways, after getting fed up for the trillionths time at design code hacking nights and days and seeing teh forseeable future of me editing web pages like my filmsandwich and such I am in need of the real deal tool.
My notes and rant are at the bottom, here are my notes for css tweak 2.0 draft, *better name coming soon*

hackwhatyseecrap: no care for the life of code, and for that matter no care to make clean code.. that aside it suffers from a simple thing, redrafting the entire site over and over again.. Which mean reuploading the entire site again.. costly..
Also slow to export pages for testing
Old style, closed style, weak on data base, weak on style and liquid flowhack, with tools you can see the page as it is being built, great,, no power to edit visually, to many rules to sift through

• where margin, padding, left right top down bottom and top are
• Allow new age hacks to circumvent browser problems
• Total power to design fluidly
• Total power to adapt at a moments notice to new tech like ajax and further javascript full prototype
• box hacking, installing dynaimc stuff

In the codes work, all blocks of syles are slotted, as in when one element is changed ONLY that styles rule is changed, ex: width:100px -->200px, nothing else. This is true rule of code hacking and the same will remain true to the app. In this the real source code is changed automaticly and the web view is updated,
Others: a zoom feature in webview to shrink the view, a scrool pan tool
Core image stuff, flip page, graphics kit... *errrr only use the nice stuff*areas of intrest, auto art layout, eg: tileing graphics, Auto adjustments to layout instead of having to adjust everything all the time, like simple physics engine.. push pull size, float
So and yes I know dreamweaver exsits, so does rapid weaver, css edit, taco, hyper edit, subethernet, freeway, *youck iweb*, _insert lame wysiwyg here_, sandvox... If you come from hacking you know those dont ammount to much..
but honestly iweb is near perfect if they would open source it developer could fix it's flaws so fast and we would not have to wait a full year for another weak upgrade.. Anyways rant aside..
I am in need of people willing to help design some widgets buttons layout schemes video exampels of a working feature if it exsited and so on..
Anyone really willing to help will be rewarded , I dont know what yet or how, but the goal is to produce a product that can be sold for cheap 50$-150$ matters on how long actual development would cost and time spent on learning objc code and oh the headaches of figureing this all out..

Would be really kean to help you build something like this.
I am fairly happy with my set up at the moment but would love a tool that combined all my needs in one.
If there was a tool that did all this and only cost £100 dollars, I would be well happy.

In no way would I want to attck other small companies software. I would hope that we could work side by side. Like you could use whatever code hacking tool for source one for css sheets and on for content pages. transmit is already a great ftp program, it could just as eaislly shoot the file to csstweak as it does for the others.
the goal here is to bridge the missing Visual power that css design in, and to add in a method to place hacks faster and smarter.
A quick understanding is that the tool is not to great for super newbies that just want wysiwyg. But it's not even built yet so who knows. Either way it should be really simple and realy clean. The most it should ever have is a few buttons at the top of the screen to open various tools and hop to other code panes/programs ...
