it looks like they're arm wrestling. Also it looks like wire - not my thought when I think of steel,- maybe something more smooth: unless its a steel cable company?
May be because human expressions are very complicated and hence sometimes can be confusing that whether they are wrestling or they are shaking hands casually like very good friends.

if you have to keep on trying to explain the concept, it doesn't really work. this is especially true for something like outdoor advertising, where you may have only a second or so to grab someone's attention.
