I work as a billboard designer in south texas. This restaurant wants all of the elements to be included in this design.
A picture of a meal served at the restaurant (ribs or brisket)
Their logo, which is a mess in itself.
And the Best of the Best logo/text
I need suggestions on this one.

All the elements are there, but it's just A. B. C., photo, logo, text; all in a line. No thought to making an interesting composition or layering the elements.
First, put the text in a heavy font so drivers with bad eyesight can read it.
Don't feather out the stock photo, it looks cheesy. Give it a clean mask, or choose a photo that has some open area (like a tablecloth) and put your logo/info on top of that. Ideally the food is the most important item and should be in the center. In any case, that olive green color doesn't equate with steakhouse - maybe dark red, black, wood grain, fire, etc.
The 'best of the best' is really plain and dull, I'd blow up the ribbon and put the text inside it.
Almost all restaurants have a clever phrase or a few words on their billboard to convince people to choose them. Short but memorable. Google Image Search "restaurant billboard" for a bunch of good examples.
mrcoupon's comments are all good. there's no hierarchy in this, just three large, equal elements dropped on the page... erm... billboard.
little typography notes: change the hyphen in the "exit" text to either an en or em dash (and put a little space, maybe a thin space, on either side of it). the 3/4 should be a true fraction, not literally 3 slash 4. even if you have to create it manually. it will just look better.

That "logo" is sucking the life out of me.
Two big slabs of ribs filling the entire board with just the ribbon that says "BEST BBQ" in the round area super huge in the right corner. SILVERADO SMOKEHOUSE in text only with directions at the bottom.
Yeah - do the client a favor and 86 their logo altogether.
I actually see some potential in this...I would do the logo in one color white and get a more official looking ribbon. Hopefully its not too late.
