if you aren't meant to use sans-serif fonts for printed documents, why does the "printable version" of that page use only sans-serif fonts?

Well, smarty, in case you hadn't had noticed, the body text of the "printable version" is displayed in whatever font you choose in Safari > Preferences > Appearance > Standard font...this is Times in Safari by default I take it, and in FireFox too.
