Vancouver25 logo - I need help badly.

I am doing a logo and website for a young, progressive, municipal think-tank.
For their logo (more likely a word-mark), they wanted something fairly simple.
However, they wanted it to:
A) Reflect in some way their mission statement (Vancouver25 is a group of young people committed to advancing progressive policy at the municipal level).
B) Represent some of these keywords “ideas, sustainability, generation, energy, generation, think, research.”
C) Be youthful but also be taken seriously.
They wanted both their site and logo to use a blue/grey colour scheme to represent the Vancouver landscape/weather.
The logo will mostly be used on the web, but also on some printed materials.
--MY DESIGN--
I made this logo, and though I think it does manage to convey ‘ideas’ and ‘sustainability,’ and is youthful and “fun”-looking, I am not really happy with it.
My mind is completely blocked as for what to do with it, or even instead of it.
The attachment is the logo on a web design for reference.
Any ideas/comments/critiques would be greatly appreciated.

The logo looks a bit dull to me. "They wanted both their site and logo to use a blue/grey colour scheme to represent the Vancouver landscape/weather." You got that down very well because that was the impression I got before reading the description. I don't think it's very fun, though, because of the heavy "look at those dark clouds, it's gonna rain" feeling (not that rain can't be fun! just not *this* kind of rain).
For starters I think I might look at different typefaces, or at least maybe a non-outlined one. If you possibly can, pick a slightly different color, or perhaps add a second one (you could give some volume to the clouds maybe?). Dunno, just tossing out ideas. The type is awfully close to the edge on the left, give it a little more margin.
Do you have any alternate designs that you came up with? Maybe you could post some sketches.
As for the website, add some dummy text in there because it's hard to judge with just a bit empty white area.

I agree -- the gray cloud thing is gloomy, not at all fun. But how about if you did the word Vancouver in a solid version of the same typeface, but instead of the massive gray clouds behind, make it a smaller puffy gray cloud at the end and above Vancouver, with a curved point coming down (like a cartoon dialog bubble), with the 25 outline reversed out? That says think-tank to me more, empasizes that its the 20-somethings doing the thinking, that they're out of vancouver, and it's kind of fun because on the play with comics.
Or not. Just throwin' it out there.

Another idea along with changing the typeface all together (and non-outlined) is perhaps using all lowercase letters—not uppercase. These days, a lowercase logo really seems to convey a more youthful look, and more contemporary.
You can make the "vancouver" a light font (example: avant garde book) and make the "25" a little more bold to differentiate from each other (example: avant garde bold). And adjust the kerning a bit so it's not so tight.
Just a suggestion. I like the idea with the clouds, but I would rework them a bit to make them appear "less rainy/stormy" looking. Maybe make it a bit less opaque? Experiment.

Any tweaks or second thoughts for us to check out? I confess this client of yours sounds cool, so I'm hoping they'll let you give them an equally cool logo! You're on the right track.
