I don't know, I see war and peace as polar opposites. A scale like this implies that you can have some level of both at the same time, which I don't think is intention...
The gauge actually measures the weapon repository of a nation.. The more guns a nation has, the more ready to war they are.
In reality, nations always had weapons and there will not come a day when nobody has weapons.. What leads to war is actually 2 things (in my book):
- Lack of tolerance & understanding..
- Greed
