CS3 and OS X Leopard just
CS3 and OS X Leopard just don't play well together at the moment. Adobe is waiting for vital updates from Apple till then there are still bugs to work out.
Have you repaired permissions yet?

Go to apps folder, then
Go to apps folder, then utilities folder, then disk utility, then use repair permissions. Restart and let us know what happens when you try to use your filters.

I think I may have run into the same issue a while back while screwing around in Photoshop.
Try:
Window>Workspace>(then check Legacy)

You beat me to it 3dogmama... an accidental keyboard shortcut can turn off certain menu features, etc.
Reverting to the standard workspace or better yet, a custom one saved by the user is generally all it takes.
Also, if your file is in CMYK, many filters can be "grayed out."
