You can sometimes find these sorts of frames on DeviantArt as Photoshop brushes. Misprinted Type has some typefaces that fit the style as well.
Also, check out your local Borders or Barnes & Noble. They usually carry Dover books, which are these really awesome books with Victorian illustrations and stuff like that which you can chop up in Photoshop to make these sorts of frames. I think you can order a catalogue from the Dover website, too.
