The logo is for "Wide Bay Design" company and it is for web and logo design services .
the concept is to make a a symbol of water wider than the mouse border in order to represent both the wide bay (the name of the company) and design itself (what the company do)

Bad sign that you posted it as a reverse. I'm guessing that's because it's not as impressive on a standard white background. Something you should consider - because most of the time it WILL be on a white background.
