Change of policy in the Crit

Originally Anonymous users could post Forum topics and Crits and Comments. Later based on the poll we did about the subject we stripped Anonymous users from the commenting freely (they can, but they get into an approval queu) and they were not allowed to start new forum topics. However, the Crit was still open for Anonymous users. Now, the issue is that if there are Anonymous users making Crit uploads, other Anonymous users can edit those Crits, which we don't want to happen, so I think it's better if Anonymous users can't post Crits.

However everything is open for reg users and hopefully this will make all communication transparent!
