"recovered files"

I updated to Tiger the day it came out. And from that day on, 9 out of 10 times when I start up the computer I have a folder called "recovered files" in my trash.
What is in it? Why is it there? Does anyone else get this? How do I stop it?!?

And to take out the posisbility of me having a bug in my computer.. Last week my HD fatally crashed (yeah, I lost everything, the Apple Store said there was little to no chance to recover anything.. wonderful!). So I went out a bought a great 300GB Seagate HD. (for $120!!) I reinstalled Tiger and I keep getting the same thing, despite only having Tiger on my computer and an internet connection.

It's a new "feature." Just like old times. It's stupid, I get it almost everytime I restart/boot too, and the files are worthless.
I am really sick of tiger, I do not have the problem in question, but I am sure I have every other problem. I have had to force quit several times daily, and I only use this computer for around 4 hours a day. Also I have to force quit the entire computer to turn it off often.

At work on my 1.8Ghz G5 the DVD writer isn't working anymore. Reading is ok, but can't write with any app or Finder. At home iMacG5 is ok.
I have had mysterious recovered files, as well. But I haven't seen them in a while, even after restarts. They slowed down after I did an Erase & Install.
From the looks of it in the Apple Discussion Forums, recovered files are now a fact of Tiger life. The files can be deleted, and don't necessarily mean there's a problem.
I haven't had any problems out of Tiger at home, knock on wood. I wish I had it here at work, actually.
